PARKING LOT EXPANSION FOR ISLAMIC SOCIETY OF WOODBURY/EAST METRO (ISWEM) – AFTON, MN

Solution Blue worked together with the ISWEM, the City of Afton, Valley Branch Watershed District, and various other stakeholders to create a 1.5-acre parking lot expansion for the Islamic Center. The Islamic Center quickly outgrew the existing parking lot shortly after opening their new worship/community space in Afton. The project also included modifications to the existing infiltration basins and a new infiltration basin design to account for the stormwater runoff from the expanded parking lot area. The design of the expanded parking lot had to factor in the ISWEM’s future development plans so that this new parking space could be used for future building expansions. Along with the storm water management improvements, the project included new walkways, ADA accessible parking spaces and loading areas, site planning for traffic circulation and pavement analysis/recommendations.

Challenges

The existing infiltration basin was undersized and underperforming and the Valley Branch Watershed District required remediating this existing issue prior to closing out any permits.
The parking lot was undersized for the growing community’s needs for the current facility, and the amount and configuration of the accessible spaces did not meet the needs of the owner.

Solution and Results

Our team provided the site analysis, stormwater modeling, civil engineering, regulatory assistance, bidding support and construction administration services to successfully complete this project within the approved budget and schedule. We designed solutions to accommodate the expanded parking lot area along with the walkways, and stormwater features.

Working closely with the watershed, we designed a new infiltration basin to meet the expanded parking lot drainage area needs, and we expanded the existing infiltration basin to provide enough storage space to treat the entire site runoff and store the runoff from larger storm events.
Our parking lot layout provided the additional spaces that were needed and created a new accessible route to additional accessible parking spaces in a layout that will not limit future plans for further development.
